KEPSA Technical Vocational Education and Training subsector held a meeting on 16th February 2022 at KEPSA Offices. The meeting was chaired by the Vice-Chair of Education Sector Board, Ms Priscilla Kerebi and majorly discussed the dual training programs that have been piloted in the country leading to the need to develop a national framework on co-operative vocational training.
The meeting identified various issues that require policy directions including; scheduling of dual training programs between the training institutions and the industry partner; duration of coverage and interphase between industry-based training and class room-based training; the payment models if any and sustainability models of the trainees; impact of dual training on attachment requirements; the ability of SMEs to incorporate dual training programs given that the country’s economy is largely driven by SMEs among others.
Members discussed the recognition of prior learning policy (RPL) that had been developed and had been submitted to the Ministry of Education for next steps. The President had also directed the finalization of the RPL policy in order to recognize prior skills especially for technicians that will enhance engagement of skilled youth to the mainstream workforce.
The meeting further discussed on the multiplicity of regulators in the TVET sector and the need to harmonize and align the role of the different regulators in order to enhance compliance and efficient service delivery. During the year, the sector will ensure that it works closely with regulators and the stakeholders to finalize this key instrument.
