On Friday 8th July 2022, KEPSA participated in a farewell luncheon for the second-term Governors and Deputy Governors held at Movenpick Hotel, Nairobi. The meeting involved key stakeholders drawn from the Ministry of Devolution, County Governments, Judiciary, UK High Commission, County Assemblies Forum, European Union and the Devolution Donor Working Group. The luncheon was preceded by the State of Devolution Address 2022 which highlighted the progress made by County Governments, challenges and opportunities in the FY 2021/22.
The State of Devolution Address 2022 was delivered by H.E. Hon. Martin Wambora, Chairman of the Council of Governors, who highlighted the decadelong development scorecard by County Governments as well as the key highlights for the FY 2021/22. Notably, he lauded the County Governments for their pragmatic actions to implement the County Socio-Economic Recovery and Re-engineering Strategy meant to spur economic recovery and return to normalcy.
The luncheon was graced by Hon. Justice Smokin C. Wanjala who lauded the outgoing governors for the progressive reforms initiated during their tenures. Whilst wishing them well in their future endeavours, he encouraged them to use the breadth of knowledge and devolution expertise and experience gained to serve the Country in keeping up with the true definition of statesmen.
Hon. Eugene Wamalwa, the Cabinet Secretary Ministry of Devolution hailed the close-knit intergovernmental relations as one of the biggest hallmarks of the 21 outgoing governors and the Council of Governors’ tradition of holding internal elections with decorum. By the same token, he noted the need to embrace peace during the upcoming general elections.
Other key representatives present included the CEO of County Pensions Fund Mr Hosea Kiilu, the Deputy High Commissioner and UK Permanent Representative to UNEP and UN-Habitat H.E. Josephine Gauld, EU Ambassador to Kenya H.E. Amb. Henriette Geiger, Representative of the Chairperson of the Devolution Donor Working Group H.E. Amb.Trine Gronborg and the Secretary-General of the County Assemblies Forum Hon.Kipkirui Chepkwony.
