KEPSA actively participated in the launch of the Frontier Counties Development Council (FCDC) Blue Economy Multi-Agency Action Plan held on 26th June 2025 at the Kenyatta International Convention Centre (KICC). This Action Plan is the outcome of a collaborative engagement involving the Kenya Maritime Authority, relevant National Government ministries, departments and agencies, FCDC county governments, and development partners. It aims to promote the sustainable utilisation of blue economy resources within the region.
The FCDC encompasses the frontier counties of Garissa, Isiolo, Lamu, Mandera, Marsabit, Samburu, Tana River, Turkana, West Pokot, and Wajir. Its overarching goal is to accelerate socio-economic development across these regions, with a particular emphasis on fostering peace and leveraging local potential for growth.
The primary objective of the Multi-Agency Action Plan is to build consensus among participating agencies on collaborative implementation strategies while preserving their mandates. Key objectives of the Plan include:
The FCDC region presents a diverse range of blue economy opportunities, spanning fisheries and aquaculture, freshwater systems, water transport and shipping, marine and renewable energy, tourism and recreation, forestry and forest products, agriculture and irrigation, and livestock resources.
Under this initiative, the private sector plays a critical role by addressing governance-related barriers to entry, promoting the FCDC region as a prime investment destination, and facilitating direct investments, among other collaborative opportunities outlined in the FCDC Blue Economy Multi-Agency Plan Matrix. Subsequent to the launch, the technical committee will proceed to ensure that the plan is actualised with respect to its established mandate.
