KEPSA CEO Ms Carole Kariuki and other appointees were sworn in on 9th January 2023 to serve in the National Taskforce on Improvement of the Terms and Conditions of Service and other Reforms of members of the National Police Service (NPS) and Kenya Prisons Service (KPS). The swearing-in ceremony was presided over by the Chief Justice and President of the Supreme Court Hon. Martha Koome at the Supreme Court of Kenya. The taskforce will be led by Chief Justice (Rtd.) David Maraga as Chairperson and Ms Kariuki as the Vice Chairperson.
The taskforce was appointed by H.E President William Ruto in December last year in an effort to strengthen the security sector and tackle perennial welfare challenges within the security organs among other issues. It will seek to identify and recommend legal, policy, administrative, institutional and operational reforms on effective service delivery by the NPS and KPS, among other objectives.
In her remarks, Chief Justice Koome urged the taskforce to work towards the realisation of the constitutional dream of democratic policing and a prison service that pursues the goal of reformation and rehabilitation of offenders. “Our criminal justice sector cannot function effectively when our men and women in the police and prisons services are not motivated with a conducive environment that will enable them to discharge their mandate,” she added.
Members of the taskforce include Mr Moffat Muriithi Kangi, Mr John Ole Moyaki, Mr Ibrahim Jillo Guyo, Mr Richard Kirundi, Ms Elizabeth Mueni, Ms Roseline Odede who is a member of KEPSA Gender Sector Board, Mr Joash Odhiambo Dache, Ms Doreen Muthaura, Mr Albert Mwenda, Ms Terry Chebet Maina, Mr Hassan Sheikh Mohamed, Capt. (Rtd.) Dr Simiyu Werunga, Dr Mutuma Ruteere, Ms Anne Ireri, Mr Stephen Kayongo, Mr Jafaar Mohamed, Mr Sammy Chepkwony and Ms Khadija Mire.
