KEPSA spearheaded efforts at the working retreat, held from July 9th to 11th, 2025, at Eseriani Hotel in Naivasha, which successfully concluded the study report on the textiles and apparels sector.
Introduction
This brief outlines the key findings and recommendations of the National Independent Textiles Verification Committee on textiles verification.
The official report is scheduled to be launched in the month of July 2025.
Background
A duty remission scheme was introduced in 2021/2022 to reduce import duties on raw materials for garment manufacturing.
The scheme allowed a reduced duty rate of 10% on 18 specified HS codes, down from 25%.
The remission was revoked in February 2024 but reinstated in June 2024 amid objections from textile mills.
Only three out of 18 tariff lines were permitted to continue under the duty remission scheme after consultations.
Committee Composition
The National Independent Verification Committee was formed with members from various government agencies and private sector representatives.
The committee began its work on January 31, 2025.
