KEPSA through the TVET Subsector engaged with the Director of Technical Education, State Department of Vocational and Technical Training Mr Tom Mulati on 16th March 2022. The KEPSA team was led by Ms Priscilla Kerebi – Vice-Chair of Education Sector Board- TVET and Dr Ehud Gachugu – Project Director, Ajira Digital Program and Youth Employment at KEPSA.
During the meeting, Dr Ehud highlighted the three-pronged approach on KEPSA Focus on TVET namely: policy and regulatory frameworks intervention; building capacity of private sector TVET Institutions and trainers; and strategic interventions on skills development and youth employability. He noted that data interchange between trainers, training institutions, regulators and industry on skill needs trends and opportunities in both public and private sector for the internship, mentorship and coaching, is very key in informing policy and strategic interventions.
Ms Kerebi reiterated the need for a national framework to guide the implementation of private sector involvement in TVET and approaches for linking industry with academia. KEPSA has implemented key skills interventions such as the Kenya Youth Employment Program (KYEP), Ajira Digital Program that has resulted in a high retention rate of the youth by employers and self-employment.
On his part, Mr Mulati highlighted opportunities for partnership with the private sector in advancing the TVET agenda that include enhancing key policy and programmatic interventions such as enhancing entrepreneurial competencies, skills development, dual training, digital transformation, Recognition of Prior Learning (RPL), Work Integrated Training (WIT) and Scenario analysis. He also mentioned the need to consider inclusion, especially of persons with disabilities who often have a unique talent that can be used by industry but matching them with the opportunities for internship or mentorship has been a challenge.
The private sector is key in the successful implementation of industry-based skills training thus a structured engagement framework between KEPSA and the Directorate will be developed in order to ensure that reforms and results for the sector are sustained and tracked.
