On 22nd April 2022, KEPSA Education Sector Board leaders led by immediate past Chair Ms. Mutheu Kasanga, this morning engaged with the Education Cabinet Secretary Prof. George Magoha at the Ministry offices. The meeting reviewed the progress of partnerships and achievements realized through the KEPSA Public-Private Dialogue (PPD) framework and also agreed on avenues of strengthening partnership and collaboration for effective service delivery and compliance of the sector. Also present in the meeting was Dr. Julius Jwan – Principal Secretary, State Department for Early Learning and Basic Education.
In her opening remarks, Ms. Kasanga highlighted some of the biggest wins of the government-private sector partnership in turning around the role of TVET in national skills development. The private sector also supported the development of the Return to School Framework following the COVID-19 pandemic. She introduced the new Sector Board leadership; Dr. Vincent Gaitho – Chair of KEPSA Education Sector Board, Ms. Priscilla Kerebi – Vice-Chair of KEPSA Education Sector Board (TVET) and Ms. Wairimu Njagi – Vice-Chair of KEPSA Education Sector Board (Basic).
To facilitate the success of the ‘100% transition’, it was noted that the private sector has built 2000 classrooms for junior secondary schools and could add more if the registration process for private schools, which are able to expand to junior secondary, is expediated.
Dr. Gaitho applauded the partnership between government and private sector in advancing equity and increased access to higher education that has seen the placement of government-sponsored students in private universities as well as the rolling out of online education. He added that the public-private partnership (PPP) framework ensures that students are able to access high-quality infrastructure and training facilities.
The private sector through Elimu Holdings has developed websites for free for the following schools: Bungoma DEB Primary School, NAC Mutugu Primary School, St Peters Boys Primary School, Ntemwene Primary Schools, Kiamaina Primary School, Kauni Primary School, Mukalwa Primary School. This corporate social responsibility includes training the staff in digital skills for the staff in the school.
Other areas of discussion included the role of the Kenya National Qualifications Authority (KNQA) and the need for settlement of regulations, accreditation of expatriate teachers, Schools E-Waste collection and safe disposal through the WEEE Center, need for quality assurance and compliance for private sector TVETs and private sector was called upon to invest in building secondary schools.
The Cabinet Secretary applauded the private sector leaders for being able to work closely with the government, especially during the COVID-19 pandemic in supporting the education sector and ensuring the safety of students and teachers. He also noted that the sector leaders have been able to articulate matters affecting the sector without prejudice hence putting the interest of the child first at all times. Prof. Magoha added that the Ministry will continue to strengthen this collaboration in addressing pressing issues of the sector and ensuring that the Kenyan child gets quality education as envisioned in Sustainable Development Goal (SDG) number 4.
