A delegation of private sector leaders in the e-mobility industry, led by Mr Julius Opio, Director and Chair of the Energy and Environment Commission of the International Chamber of Commerce (ICC) in Kenya, met with Prof. Njuguna Ndung'u, Cabinet Secretary (CS) of the National Treasury & Economic Planning on 16th March 2023 at Treasury Building. The purpose of the meeting was to discuss a proposal from the electric mobility industry actors on fiscal and non-fiscal policies and incentives for e-mobility and charging infrastructure.
The actors presented a comprehensive document outlining the benefits of incentivizing the electric vehicle (EV) sector, including reducing dependency on fossil fuel, savings on foreign exchange, increased jobs through local production and assembly of EVs, and increased demand for sustainable and green energy produced in Kenya. They also suggested various measures the government could take to encourage the sector's growth, such as allocating spaces for electric charging stations in public areas, establishing a similar tax treatment for completely built and semi-knocked down units, creating a tax structure that eases the availability of EV parts and batteries, and putting in place carbon pricing tax measures.
The CS welcomed the proposal and informed the delegation of his office's approach to using data and technical information to inform policy design and create a tax policy that encourages investment and does not distort the structure of investment across all sectors. He expressed his commitment to listening to industry players and providing support to encourage the development of the sector and local businesses through favourable policies. He challenged the actors to provide technical advice and descriptions of EVs, charging infrastructure, and related components to inform policy decisions, and the delegation committed to developing a technical advice document for the CS in the coming days.
