Companies in Kenya often mention a skills mismatch between training in TTIs and requirements in the industry thus creating a gap. Dual TVET involves industries in the training process and ensures that hands-on (know-how) is combined with theoretical background knowledge (know-why). The Dual TVET Training Program is an innovative approach combining apprenticeships within companies and vocational educational institutions, which is a departure from traditional attachment methods. The Program aims to bridge the gap between education and industry, informing strategic collaborations, and ensuring that TVET curricula align seamlessly with the dynamic needs of industries. The insights gained will shape meaningful partnerships and address workforce skill gaps for sustainable economic growth.
KEPSA through the Ministry of Education is implementing the Promotion of Youth Employment and Vocational Training Program- DUAL TVET in partnership with the Ministry for Foreign Affairs of Finland and the German Federal Ministry for Economic Co-operation and Development through GIZ Kenya; Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.
Through the program, trainees will gain practical skills through industry training and mentorship to complement training at technical and vocational education and training (TVET) institutions. The Program will help match businesses with the right skill set and improve employee productivity and retention rates. The trainees are first interviewed by the respective companies, and if they pass, they are placed in the TVET institution, provided they meet the selection requirements. The different offerings include Level 4 certification which requires a minimum of 1 year, while the Level 6 certification requires at least 2 years to complete. Trainees are expected to rotate every 3 months between the training institution and industry, until the completion of their selected course.
The Dual TVET training model was introduced as a pilot program in Kenya in 2019, initially involving seven TVET institutions. Given the resounding success achieved during the pilot phase, the 'Youth Employment and Vocational Training' program is now expanding to institutionalize Dual training across 60 TVET institutions in Kenya, for select vocational trades. Upon successful completion, students will receive certification issued by the TVET Curriculum Development Assessment and Certification Council (TVET-CDACC) following the guidelines established by the Kenya National Qualifications Framework (KNQA). The National Certificate is granted upon the demonstration of competence in all units of competence within a specific skill area.
