KEPSA MEETS THE PARLIAMENTARY COMMITTEE ON ENERGY, COMMUNICATION AND INFORMATION TO DISCUSS THE PETROLEUM BILL

KEPSA met with the Parliamentary Departmental Committee on Energy and ICT on 15th October 2015 at Laico Regency Hotel to discuss the KEPSA Memorandum on the Petroleum (Exploration, Development and Production) Bill 2015. KEPSA had submitted the Memorandum in September 2015 with input from different stakeholders.

The Bill is of crucial interest to the Private Sector as it lays out the framework for the contracting, exploration, development and production of petroleum as well as cessation of upstream petroleum operations to give effect to relevant articles of the Constitution as they apply to upstream petroleum operations.

The issues discussed were according to the different sections highlighted below:

  • Sanctity of Contracts and Passage and Implementation
  • Fiscal Terms under PSC
  • Local content
  • Powers of institutions
  • Duplicity
  • Practicality

The deliberations were fruitful and the proposed amendments would be debated further by the Parliamentary Committee.

In attendance were KEPSA members, Hon. Jamlek Kamau, the Chair of the Parliamentary Committee on Energy and ICT, the Chair of KEPSA upstream working group, Mr. Donald Mahaga, among others.
